新中国成立后,我国的商标注册工作先后由中央私营企业局和中央工商行政管理局主管。1978年国家恢复工商行政管理机关后,内设商标局,主管全国商标注册和管理工作。2018年3月,中共中央印发《深化党和国家机构改革方案》,将国家知识产权局的职责、国家工商行政管理总局的商标管理职责、国家质量监督检验检疫总局的原产地地理标志管理职责整合,重新组建国家知识产权局,由国家市场监督管理总局管理。   2018年11月15日《中央编办关于国家知识产权局所属事业单位机构编制的批复》(中央编办复字〔2018〕114号)规定,将原国家工商行政管理总局商标局、商标评审委、商标审查协作中心整合为国家知识产权局商标局,是国家知识产权局所属事业单位。   2019年3月26日《国家知识产权局关于印发<商标局职能配置、内设机构和人员编制规定>的通知》(国知发人字〔2019〕19号)规定,商标局主要职责为:承担商标审查注册、行政裁决等具体工作;参与商标法及其实施条例、规章、规范性文件的研究制定;参与规范商标注册行为;参与商标领域政策研究;参与商标信息化建设、商标信息研究分析和传播利用工作;承担对商标审查协作单位的业务指导工作;组织商标审查队伍的教育和培训;完成国家知识产权局交办的其他事项。   商标局下设综合处、财务处、行政处、法律处、应诉复议处、宣传与对外交流处、人事教育处、党委(纪委)办公室、驻中关村国家自主创新示范区办事处、申请业务管理处、申请受理事务一至二处、审查管理一至二处、审查一至五处、审查事务管理处、审查事务一至五处、国际注册一至三处、异议形式审查处、异议审查一至八处、评审案件受理处、评审一至九处、评审事务处、文档事务处、数据信息管理处、信息化项目管理处、信息化运行管理处52个职能处,编制405人。

The present invention can improve the efficiency of scrap preheating and reduce power consumption.
